In the Stocks (fan expansion for Carcassonne)

When a player draws a tile with stocks he must play it to an existing city. The player is free to deploy his follower to the city or he may place a follower into the stocks. A player is not obligated either to deploy a follower to the city or detain a follower in the stocks. If the tile cannot be played, it is removed from the game and a new tile drawn to replace it.
