Batman: Arkham City Escape – Hotline to Oracle Promo card

"Hotline to Oracle" was a limited supply promo card contained with the game if purchased from a Brick and Mortar store. It is a Utility Belt item the player can swap out for variety that allows for Batman player to draw additional combat cards if they're low on them.
