Issued game in Game Journal Magazine #95.
Based on the game system of the French Revolution 1789 from Game Journal #89, this game recreates the power struggle between the army and navy military officers and politicians in the Empire of Japan, which was cornered by the Allied Powers. Characters have various action abilities and the ability to earn victory points. The goal is to end the war in a way that benefits your faction the most.
In the initial placement, an auction is held for the first eight characters representing the cabinet and the army and navy leaders at the time.
Each game turn, a Prime Minister is selected by voting, and if the Prime Minister changes, a Cabinet is formed, and actions such as personnel, financial management, and military operations are performed using characters and positions. The current Prime Minister and related characters earn points, and new characters are acquired in the auction, ending the turn.
The war ends when the unconditional surrender proposed by the Prime Minister is supported (historical result), or at the end of the fifth turn, a decisive battle for the Japanese mainland takes place. Either way, the Empire's defeat is a foregone conclusion, and the player's efforts cannot change that outcome.
The winner is determined by victory points. Victory points are awarded based on the points each character has in relation to the current Prime Minister, bonuses based on how each character ended the war, and, if the battle becomes a mainland battle (only), based on the military achievements of the army and navy.
