The special action is to the roll the D20, and for 1 - No Effect, 2 - 8, Reshuffle a discarded non-Citizen Monster card back into the Monster deck, 9 - 15 Reveal the top 2 Monster cards. Place 1 on the Bottom of the Monster deck and 1 on the top. 16 - 19 - On the next Monster card drawn ignore any reference to the Frenzy Monster, and 20 - Reduce the Terror Track by 1. Gain a Perk card.
